Yes technically but they are very malicious and sometimes not legal. All the mods on them suck. Just use BeamNG.com

Personally, I've never has a problem downloading a mod from their website. I'd still proceed with caution though, and always run your antivirus after every download.

Those websites are often referred to as "Bootleg" websites.
They contain mods either stolen from this place (Forums and stuff) and posted in there with no credits, or custom/private mods made by people to please themselves.
The reason why you shouldn't use those mods is as the mods that are stolen from here are wrongly credited and the creators get no credit for all the work and effort that they have put into making the mods.
The private mods are usually made by people who just want a "real life car" or a "omg hypercar sports car" typa shit in their game. These private mods are mostly just reskinned old/default vehicles. If you see a Lamborghini or a bugatti on some private/bootleg website, its most probably a reskinned bolide.
The problem with private mods is uhh, they crash worse than literally anything. Not much work is put into most of the private mods. Yes, they look beautiful and are mostly made just for the looks. Yes, you can use them to clickbait people on youtube by showing them that you are crashing the world's most expensive car, but this game is about crashing and not just admiring the looks of a vehicle. Aaaaaaaand more importantly, the private mods that are released on these websites are mostly stolen/leaked private mods, which just makes them worse.
I've heard rumors of people getting viruses and shit from these websites, but I'm not so sure about anything like that happening.
Personally, its your choice on whether you want a bad crashing stolen supercar of an actually good, non ripped off vehicle. Your game won't stop you from putting them into your "mods" file and your pc won't stop you from downloading them, its just what you choose to do.

Yes, Modland has never been a problem for me. Come on, I don't go to these pages anyway. The downside to this site is the stolen mods and the ads popping up. Just do not go to the websites Worldofmods or Modsgaming.ru there you can meet viruses.
