Hello, I noticed while taking pictures of the new Soliad Wendover that the glass (windows + lights) is invisible when I have the time set to night during photomode (didn't check in actual driving).

Is this a bug on my end, or is this just how it is in the game?

Added two pictures showing the problems + one daytime picture for comparison.

The glass isn't invisible, its just tinted, creating that illusion.
there is a clear reflection line here:

Then what is going on with the front fog lights and the tail lights?

My best guess is... Due to the fact that the rendering engine of this game is quit out of date and old... "Dynamic" lights such as spot lights don't cause reflections on glass materials. And since there is no sunlight, it makes sense that there is no reflection from "natural" lighting

Lights do actually cause reflections on glass.
