Are you unzipping the folder? Are you adding it to the mods folder in documents? If you are using chrome does it say that it is a harmful file? If it says the third one, just say download anyway. Try moving the user folder. This can be done by going into the games launcher and create a new folder in the same location as the other. I’ve had issues such as this and moving the folder was the solution
In the launcher for the game, go to support tools. In support tools, there will be clear cache and user folder. Click change user folder location and create a new folder

It should say in the title bar of the launcher, but if no mods are working, then it's probably best to contact support directly.
