You put one in the Cycle 1 mode and the other in the Cycle 2 mode ^^

So that everything is well synchronized. Pause the game, set cycle 1 mode at one traffic light, cycle 2 mode at the other traffic light and then remove the pause.

Hmm, Part of me feels like a traffic light should not weigh 38074lbs lol
edit: Realizing that 35274lbs is just the base weight, and the atual light weighs 2800lbs
