I would say that what you have said there is an extremely broad question and it to me lacks clarity, could you please clarify this?

Well, there is campaigns, scenarios, free roam, time trails, bus routers, and light runner. Bus routers is out of the question but for the others the only ones i seem to be able to use mod cars is time trails and free roam. Light runner lets you pick cars but its always the same four cars. It seems like all the campaigns and scenarios choose the car for you. So thats really all? Mod cars are only able to be used for time trails and free roaming?
Light Runner automatically applies a filter to the vehicle selector, so you can access the rest of the vehicles if you take off the filter Scenarios require "competative scenarios" setting to be disabled to pick a car
I disabled "competitive scenarios" Do you know any scenarios that you can choose? I have been glancing through and havent found anything yet but there are alot.
by default modded cars are limited to freeroam and time trials. scenarios are just that : scenarios. Most of the time they're designed around a specific vehicle or multiple vehicles. campaigns are basically just a pack of scenarios light runner uses powerglow cars only by default as manfred said, you can disable the Competitive Scenarios option to be able to select any car at any point in a scenario by just opening the vehicle selector. most of the time this is useless because, as I said earlier, most scenarios are designed around a specific car.

any suggestions? i suck at racing but i do it anyways but i have found serious joy with crashing cars.
Is it possible to make a city with like houses? also, is there a limit to how many mods you can have. I might have added ALOT of cars and saw the notice while playing.
It would be cool if someone with a REALLY powerful PC downloaded EVERY SINGLE mod on the repo (aside from the ones that straight up break the game) and recorded how his game works with that lol
I have like 50 cars lol. I would like to learn to make a car myself one day. Ive made fighting characters in Mugen so i have creating experience.
To model the cars the use blender (i believe). Blender is free on steam but just saying "im gonna make a mod" isnt worth sh*t. It take some time to even learn to model things not even mentioning making it work in beam
To add to what you said, Notepad++ would be good for the non-modeling part. The best part is that it's freeware, and it can be downloaded without any deduction from your pocket.
