You can do that, spawn car and turn on the light bar then press "INSERT" to respawn the car. The light bar should be freezed.
But not with full lights on like on the image. I remember there used to be an option to change light bar modes with ctrl+m and some of them could do similar stuff but idk what happened to it, doesn't seem to work for me anymore, could have been a mod I had and deleted idk
when i do CTRL m it is like a bunch of node grabers appear and dots all over the vehicle. --- Post updated --- and i know that they freeze when you press INSERT
there is an ingame recording system, but i heard as of 0.21 it broke (maybe it was fixed in one of the bug fixes idk)
