Glitchy reflections / decals / roads

Ive been having this issue for a while now, and I thought it was just me until i was watching youtube videos where i could see the same issue on other computers. When I load up a map, everything is fine UNTIL i either reload the map or chose another. If I do any of those then the roads and decals show up in front of vehicles and the reflections on building windows blocks the vehicles. Ive posted this a few weeks ago on a map I was working on (Silver Valley) and got the impression it was only my map. But i find this issue happening on all levels with or without mods installed.

The only way I get this issue to not happen is when i chose a level from the main menu on a fresh start. If i chose another level while already in one, this problem happens.

 

This happened to me literally 3 days ago, I just cleared my cache and it was fine
