Hi! I've tried a number of ways to create pavement and barriers that fit the terrain but it's not that easy at all. Then I've attempted to export the terrain and import it into Blender but it either froze or instantly crashed. Tried several different applications to import the collada file but no luck there..

So my question is as follows: how can I make models like pavement or barriers that fit the terrain's shape? I've created very basic heightmaps with very little detail and I tried using that but if there's other easier ways then please let me know!

I know very little about map making but about Blender :
If you import a very large object(s) Blender might act as if it's not responding, you must ignore that. In the meanwhile it is working to get everything in your session. I guess it's just the way the python code runs in Windows.

I thought that too and maybe it is but I actually let it load for at least 2 hours. I got it working once with a 4096x4096 terrain so I absolutely don't understand why smaller is harder, maybe I should let it be a little while longer

Oh.. 2 hours is really a long time indeed, that's not what it's supposed to do imo. I sometimes experience a 'corrupted' file on collada import for reasons unknown to me. A solution that worked for me is converting it through a different application and then re-import in Blender.

Yeah tried that too. 3DS max & cinema 4d but neither applications were any good to me. Tried exporting it multiple times too but nope, no luck.

I hate to hear that :/ In my case it's obj files sometimes not being correctly imported before I want to convert them to dae in Blender. Luckily I fetched myself a little program called sim3d years ago and that one does the trick for me. First I import the files in sim3d, export it from there and then import it into Blender. I only manipulate car/vehicle models though.

If you use the new world editor, you can export an object to dae. Simply press terrain to select it and then hit that export button, it will ask where to save, and then you can open it in blender.

The file is usually very large. I have a beefy computer and it can take a few minutes to open 2048 x 2048 terrains. Depending on your specs it might take a while or not load at all if they are too low.
