Traffic Police chases hidden mode?

Hi guys!

I love setting up chases. I know that if I add some police cars to traffic and go over speed limit they will start to chase me.

BUT
Today I set traffic and played as police car myself. Without any second thought I was playing around, ramming traffic sometimes. And one of these times, I was after a car, I rammed it couple of times, it came back to road and continued going. Then I rammed so hard, it that it wasnt been able to go anymore.

AND THEN I SAW A NOTIFICATION!


" THE SUSPECT IS UNDER ARREST "

I dont have any mods. So I guess we can play as police too?? But is there a guide how? I wasnt been able to trigger this mode again.I will try more times though

I thought I know EVERYTHING about AI in this game!

UPD: trying to recreate : when ai crashed with me it changed mode from traffic to flee. But I cant understand how to chase the car that I want

UPD AGAIN: ok. I think I understand it now. Theres no way to engage a car you want.
You just roam and occasionally there are cars that spawn with flee mode. You will see them clearly because speed and change lanes. And then you stop them yo will get notification I wrote above. Also colors of these fleenig cars are a lot of times dark, or black

 

i ended up doing the same thing except i was in the bluebuck taxi, so i thought i was just driving against an agressive ai.
