shimmer and flicker

so for a while now i have had issues with fences and edges on objects along with cars and shadows i have gotten a new gpu and the issue still persists i have reinstalled the game but it stays the same this is really offputting because you cannot see any detail fences look like a spike trip im using a gtx1650 12gb ram i54430s

 

any ideas on how to fix this?

 

Is it noticeable more when panning the camera around? Try it in windowed mode.
