downloading update

hi everyone. i am having a issue where whenever i try downloading 0.19 update my antivirus keeps blocking something that is being downloaded from the game and eventually when i check steam it says canceled or content file locked.
every time i click update on steam those are the only 2 i get. and then when i click the update button again to try again it reinstalls everything and fails again
but idk what is getting blocked from the game.
my antivirus doesnt say what got blocked it just said it blocked something

sadly it appears i cant as i had uninstalled the game cause i thought it was just steam messing up but now i cant even redownload the game itself to allow these things.
of course i cant download the game if my antivirus is blocking some unknown thing that is "harmful"
