Broken textures on the vehicles

That's not broken textures but rendering artifacts.
Are you using an Intel Integrated Graphics and the Lowest graphics settings?

This usually happens on very old Integrated Graphics, which by the way, would also be well below the game's minimum requirements. Upping the graphics settings to Low or Normal should help.

This is probably related to the other issues also affecting Intel Integrated GPUs.
A reminder that Integrated Graphics are below the minimum requirements of the game.

Said that, this is more likely a driver related issue, which only Intel can fix. They have already been made aware of the problems, so it's mostly up to them, and the current world situation is going to delay things more likely.
