Doubt: How to be a 3rd person in the map

I bought yesterday the game and now I have some doubts about a 3rd person in the map.

I will try to explain, I watched some videos around the Internet and I saw two cars crashes for example. It's possible I start in 3rd person in a map and add more than one vehicle?

If yes how can I do it ?
