You need to be more specific with what you're asking.
    - What exactly are you stuck on.
    - What do you already have (model, textures, etc).
    - Are you talking about spotlight, glow map or just the glass.
    - Add some pictures.

People cant help if you don't give enough information.

Custom body ? In that case best way to go is to create a skin for your textures. Look at vanilla cars to see how that works.
Also skin materials (skins.materials.json) go separate from main materials (main.materials.json)
A skin is to be considered as a part and needs to go in a slot as well. Hope this gives you an idea.

You could do it with a skin that changes those textures, or by making a new body option that changes the meshes to your signal repeaters.

I need to change color of light flare, not only textures.

Thats the problem. I cant make body. I changed its jbeam, added materials and nothing works. Maybe im doing something wrong? Or i just incorrectly added materials(changed jbeam)

There is a color section in the props/spotlight part of the jbeam in the body. Edit this for the flare.

I would personally copy the body.jbeam of the bolide, rename it and then make the part unique.
Then you can edit that file, for instance by changing the meshes(flexbody) to yours and editing said spotlights

You have to replace (some of) these meshes with your own EU specific ones.

    Then change this value:
    upload_2020-2-27_9-26-36.png

And do that for all the parts.
Your materials file should only contain the new materials that will be used by your EU meshes. Then you also need to move the main.materials to a different folder(to prevent overwriting things) or rename it to something like EU_DC.materials etc.
Also make sure to remove all non-edited parts in your jbeam. There might be parts below the first one that could be deleted, such as the lip in the front bumper jbeam files

I changed some meshes, as you said, and fenders and bumper dissapeared
