Can't restart scenarios

I normally don't do scenarios, but I figured I'd try out the new crawler ones, only to discover that I can not restart. I have to just reload the entire scenario every time. I've looked online and it seems the default is supposed to be "R" or "I/L."
In any case, none of them do anything, and I can't find a "restart/reset scenario" in the keybinds. Using the search bar and typing in any of those 3 gives me no results other than reset physics.

If I go to an unassigned input and assign it to R it warns me that it might conflict with "ResetFG." All my mods are disabled (They're just cars and maps anyways) and I already did a Steam verify integrity check.

 

Did you launch in safe mode and clear cache?

 

Negative. I can give it a shot.
Hmm. Well on Win10 at least clearing the cache seems to have done the trick. I haven't moved my documents folder over from Win7 so it's basically a "new" account. I'll have to try it on Win7 later.

Restarting scenarios on Win7 only works in safe mode. But then the game crashed and I gave up.
