for some reason when I try to spawn all the traffic, I click spawn (or whatever button it is) and the traffic doesn’t spawn. Anyone know why?
Based on my experience with the new traffic feature, it largely depends on how well your CPU can handle multiple cars on the field at once along side the player car. My experiences being that when I create traffic from the radial menu, it only spawns in one car for me, most likely because my CPU (which is actually an AMD A10 APU) can only handle processing the physics of two cars maximum while still having a smooth frame rate.
I get 3 cars spawned, likely because I have a quad-core PC (3 + 1 player vehicle). However my Device Manager actually shows 8 cores, which I understand is due to hyper-threading on the i7 processor. So I wonder if the game should be spawning 7 cars instead. But from my past experience with the AI traffic tool (when it was a mod) going above 3 traffic cars usually causes slowdowns, so I guess it's right.
You can modify how many vehicles to spawn in "Options > Gameplay". Fo further customisation (such as traffic max. speed) you have to use the in-game traffic app.
Thanks. I did play with it today and tried spawning 7 cars, to see if my 8 logical (not physical) core would handle it well. No, the frame rate took a large hit. So I'm leaving mine on auto, which spawns 3 cars and works well. The OP may want to check this setting and try forcing the game to spawn at least 1 car. Maybe he has a single-core PC.
Even I thought the same when first played with the traffic. My i5 7200U processor can handle max. 4 cars only. But the in-game traffic tool spawns only one car.
That's unnecessary. The cars (if they spawn) will automatically start driving. I think the play button is only for resuming if you stopped the traffic.

I'll look into this. I suspect that it's working as intended, but it's trying to explicitly spawn 0 cars, due to a bad minimum.
Ok! I got it working, but I’ve realized if I spawn like 3 cars, those are the only ones driving around. They de-spawn and re-spawn depending on how far away I go, like with the the traffic mod. Can anyone help me with that?
That's intended; it works almost exactly like the Traffic Tool. Currently, loading in new vehicles for traffic would cause a few seconds of delay, and that would feel rough. But hey, I would really love to hot-swap all kinds of vehicles for traffic, without loading lag. I'm hoping that this will be made possible in the near future.
