Thrustmaster wheel and pedals inputs issue

I just plugged in my Thrustmaster t300rs wheel back in after a fresh reboot of my pc, all drivers and settings are set up as recommended. ( graphics settings are as I had it before; at lowest, fps not an issue )
When I turn my wheel or use the pedals it occasionally locks up in-game (not a constant delay).
When I check in options>controls>hardware I can the inputs getting sticky there too.
I recall this happening a long while back when I first got my wheel, but i don't remember how it was resolved.

Close all games, and check if this happens in the drivers control panel too, as this is most likely a hardware/firmware/driver/OS issue and will affect all other software too.
Make sure all cables are correctly connected (disconnect and reconnect to make sure they are seated properly), etc.
