should I get a gtx1070 ti or keep the 480

    What games do you play? And are you satisfied with your current FPS? What is your CPU? Does your monitor have freesync?
    RX 480 or GTX 480?

    Why? I mean doesn't the RX480 satisfy your needs? I would wait a year or two (safe some more money) and then buy a High-segment (maybe even next generation) card! 500 bucks is a lot of money for the "little" increase in performance. I would wait longer but then buy more expensive! Or consider buying a 1080ti :)

    I mean, if you got the 4GB VRAM card and want/need more, then I can maybe see why you might wanna upgrade, but 4GB isn't exactly a small amount either. There aren't that many games that'll push it that harshly. What are the rest of the specs on your PC? I'm not saying you specifically, but alot of people assume that the GPU and CPU, or sometimes even just the CPU make up the performance of the entire PC.

    Save more money first. Then get a GTX 1080Ti, Titan V or whatever that is better than a GTX 1070Ti or a GTX 1080.
    Or keep the money to a future date for better GPUs.
    Or use the money to buy other parts instead. eg. a better CPU, more RAM, a larger SSD, etc.

    beamNG.drive is not the most graphically challenging game or are you playing other titles

    I have an RX 480 8gb here, the FPS is good enough, it's nothing stellar surely, but it's most surely good enough.
    That being said a GTX 1070ti, will show some improvement, but you'd be hard pressed to be getting even 50% more FPS.
    This is especially true in CPU-limited situations in various games such as having a lot of AI or physics to process.
    You're only going to upgrade the GPU to hit the CPU-bottleneck with the physics later on. It's not going to 'double' your FPS surely. However, I'd save a little bit more up and spring for the 1080ti if you really want to see a better jump in FPS.
    I am sure you can find one on sale somewhere that should suit your needs.

    I didn't include what you gain from overclocking the 1070ti, doing that, can make a substantial difference. You could also sell your RX 480 used to the mining market, for at-least 200~240$ USD, especially if you advertise it. This will help you spring for a 1080ti. My Rx 480 8gb has actually gone up in value since I bought it 13.5 months ago!

    However, if you're only running 1080p there @ 60hz screen (60hz = 60fps), you're not going to stand to gain a lot.
    But it's your money, if you want to spend it, the onus is on you sir. Best of luck!

    Avoid the 1080 itself as it's not a great value, get the 1070ti (which is 95% or so as good) or the 1080ti which is a bit better. The 1080ti isn't as hit by the mining market as say the RX VEGA series or RX 480/580 are. You also may not find many 1070 (non-ti) cards left in stock either.
    Check out reviews and benchmarks including overclocking benchmarks, and how cool they run, how quiet the fans are, don't go for the fudgers edition (founder's edition), they can be loud with the drum fans as are most reference-spec cards.

    that's like saying should I keep my 2007 Toyota corolla or get a new GTR. If you need ti then why not, but you will loose freesync and you can turn down game settings.
