Quick Question Regarding Tow Hooks

I keep seeing a flatbed trailer in many screenshots of the game but I can't seem to find it anywhere on the forums or in the game itself, but apparently tow hooks have been implemented to tow things such as this.

My question is only this: where is this trailer? Is it a mod or is it in the game already and I didn't see it?

I must be dumb or something but this is bugging me and I feel like I'm missing out on something that actually looks pretty cool to mess around with in this game.

Really? It's an extension of the vehicle itself and not it's own entity? That's kinda difficult to figure out :/
