If I wanted part of my map to be below the Water Plane, but not flooded, is that possible?

No, sadly. The water plane is absolute. Anything under its height is underwater, no matter how far away from the plane's center it is. You could, however, use a water block or river to create location-specific water.

Thanks. I figured that there was no harm in asking.

As you're no doubt aware, the water block just doesn't do much for us in this situation - it won't go on to the horizon like the ocean does. :-(
