If it stands up to AMD's internal benchmarks (these are very accurate traditionally for AMD and Nvidia) its going to be a 980ti destroying beast and super overkill for 1080p Not to mention its water cooled so much less noise and better temps. No, time is not used for global positioning. Global positioning uses degrees, but on Earth, one degree is about 70 miles. To make the system more accurate, smaller denominations of the degree are used. The first of which is the arcminute (1/60th of a degree), and the smaller being the arcsecond (1/60th of an arcminute). For reasons of clarity and ease of use, these two smaller units are often just called 'minutes' and 'seconds.' As for this being a guessing game, I think he's replicated the flight instrument in question in a 3D modelling program, but is trying to determine what its function is in the real aircraft. Edit: Just to clarify, I do not think those instruments are indicative of global positioning. Arcminutes and arcseconds can both exceed the value of 30, and you'd need two of such dials to relate both latitude and longitude.
