Because they've been investing quite heavily into markets other than consumer CPUs. Current CEO has a major hard on for mobile and server markets, AMD are now an ARMv8 licensee, and if I recall, they're an instruction set only licensee not a full core design licensee so theyre likely designing their own ARMv8 compatible chip. x86 wise they seem to just be focused on cramming as many cores into as little space as possible without a care for efficiency, then compensating by whacking the clock speeds up. They dont care that the instructions per clock basically hasnt changed since phenom. They're cheap, but they're really not doing anything to counter the old "You get what you pay for" thing.
