I have been experimenting with the terrain tools recently and whenever i try to raise the height of the terrain using the raise height feature it creates a hole once it reaches a certain height. How do i fix this?

I ran into this too. I am still a bit of a noob, but...
It's your Max Height. Once you raise your terrain past the max height, it will create a hole. You just need to keep everything below that height.
Use the "Terrain Height Picker" (far right in terrain tools) pick an area near the hole but not in it. (or manually set the height to 99.00 or something under 100%)
Then use the "Set Height' tool and paint over your hole.
As far as changing your max height scale, I'm not positive how to do that.
    Hope that helps :)
    [EDIT]
just tried a little test... you can go as high as 99.99 but 100.00 creates the hole. This would be a nice thing for the devs to adjust so can't go above 99.99 and won't get those holes.

I was able to figure it out, the texture I used for my flat terrain height map was white but this made the terrain go to the max height. So I used a grey colored texture and it fixed my problems. It made the terrain not automatically at my max height anymore.
