They are stop sticks, but generally stop sticks are functionally just a type of spike strips. They have spikes inside of them, when you drive over them irl the plastic shell breaks and exposes the spikes
In my experience, they are either complete idiots with only 2 bits to rub together or suicidal kamikaze bombers. Sometimes they work alright, but a lot of the time they are suicidal.
The Police AI changed DRASTICALLY in 0.34. They have considerably increased the risk and maneuvers compared to 0.33. Now they will actually chase you once you get some stars, they will skip through traffic and not just stop behind them, change lanes and perform pit maneuvers at high speeds, but they are NOT that suicidal as they were before 0.33. They won't actually ram you no matter what speed they're going or if you are stopped, they will stop a few meters away from you if you have low stars, or give you a tap if you have higher level wanted. They are actually surprisingly smart as of now, but there's still lots of room for improvement

Why did the developer's west coast building become like this? Are they updating the building texture? Or improve the map?
It's not confirmed as of yet, but they are most likely going to be added to BeamNG.Tech, as they were showcased at the 2024 ADAS & Autonomous Vehicle Technology Expo. They might be added to BeamNG, but this is just speculation at the moment.

After some time of playing with the police today, I can say that they are insanely aggressive but also incredibly horrible at tracking you. Aka they drive like they have severe anger management issues and short term memory loss, a volatile combination. It means that if you want to restart a chase after you "evade" them, they will most likely smash into within the next minute after that.
