You did this in windows graphics settings? Just try it, even though youre plugged in, it may still use the iGPU

yea its on high performance settings, ofc 4070. To Be sure, My laptop is Lenovo Legion 7 16IRX9 Gaming Laptop.
hmm... maybe check on your bios if its an unlocked one, maybe if you or the computer accidentally changed a value and underclocked your cpu or smth --- Post updated --- or check for driver issues or outdated ones , that happened to me myself
What settings do you run on? At least for me, anything above the Normal preset crashes my game. You should see how much performance you gain if using the Steam Deck preset (For reference, I get 70-80 fps on WCUSA no traffic, I have a laptop 3050 ti)
for me i run custom graphics with reshade , mirrors and reflections enabled and other stuff set to low , bloom and those stuff are on
that might be the problem you should really try lowering settings to a point where you get much more performance, but not a huge loss in visual quality this is an old video, but it should mostly apply for 0.34:
actually, in the normal, low even lowest settings my problem not solved lol but I will try it with that muye's video.
of course 200~300 mods, but someone who uses Ryzen 5 5600X and RTX 4060, no problem with running 400+ mods.
if you get normal performance while in safemode/mods disabled, you most definitely went way overkill with that many mods You need to remember that laptop hardware is way less powerful than their desktop counterpart
