Devs are usually quiet after an update. I do think 0.30 was released bit earlier than planned, i think it was supposed to drop around 2-6th October, it could be a big coincidence, but Tokyo game show was the same week which they were attending (21-24th September) (source: beamng linkedin) There have also been updates in past that had also 5 patches, so 0.30 isnt the only one (patch 5 V0.9, V0.11.05 , 0.23.5 and 0.25.5) Also all patches dropped week before the "supposed" date, some of the things might have been fixed if they dropped on the "original date" leading to less patches. I do think devs are trying to have a somewhat strict 3 month update schedule, so next update might be either week or two before Christmas or early January, and i dont think they are cooking anything more than they usually are. The 3 months schedule does seem a bit though tho, we will get smaller updates, and probably quite a few bugs, so i wont get too hyped and expect anything too much.
Everything you said makes sense, the devs are quiet because the update just released and they are probably going to have a small update.
i think 0.31 will be a two part update with the first half coming in early december, and the christmas surprise will be 0.31.1 with the second part, like it was back in 0.24. (bastion update).
Quite an incorrect leap of logic from your side then. The fact that a handful of people were in japan does not mean the entire company were in japan, nor that those who were decided to stop working.
So they still workin', the beam devs never leave the progress unfinished or stop it for a period of time.

Just wish they'd fix the chase me AI, would be great to have better police chases or chases in general without them taking themselves out alot of the time or being confused how to drive.
I do agree that AI should be really improved. as @ITHEPUNISHER said, sometimes even normal traffic freak out or get confused and forget how to drive, or in some cases when you are the police and want to chase someone, nobody starts fleeing from you when in AI traffic mode, everybody just stops and at the end you gotta switch to cars and do it manually. also i believe the AI to AI police chases should get more common, like AI police chasing traffic AI or something like that, for example driving in a civilian car and seeing a AI to AI chase happening is incredibly rare, (maybe impossible, i haven't seen one when driving a normal - not police car), so i guess that could be improved or be a new feature, if it's not already?
Okay hear me out: I wonder if the "out-of-bounds area" style of expanding a map will be used in more maps or if this was a one-time thing for WCUSA. Like sure, we had things like the tunnels in Utah already, but this update was way more complex than some simple tunnels, and maybe it was a test for more complex things in the future. Maybe we could get more roads on ECUSA, a small town near Hirochi Raceway, an island with a second airport in Italy, Derby Arenas integrated into Industrial, a full loop of the road in Johnson Valley, a mountain road going around the reservoir in Automation track, etc
Johnson valley's salt flats and road already kinda use the same idea, so I don't see why not. A highway for east coast would be nice ( a proper interstate-style one)
