I'm certain I'm misunderstanding at least a good portion of this document, but it's intent seems to be to connect two BeamNGpy (python integration for BeamNG.tech) clients through one BeamNG.tech simulator application, acting as a server, and allow each BeamNGpy client control one of the two vehicles in the scenario, effectively providing "multiplayer". Conspiracy theory time, the next update is a proper racing update with tire thermals and they've made a deal to get Circuit of the Americas in the game
On the Circuit of The Americas, if it's not an official map, I suspect it might be an Assetto Corsa port, which they use to benchmark the performance of WIP vanilla vehicles, i.e. they could lap the bastion battlehawk around, then lap a charger hellcat in FM7 or GT7, and cross-check with people's IRL recorded lap times, and see whether the car underperforms, is adequate, or if it's overpowered.
I would have never expected that the asphalt graphics they use on YouTube community posts is a screenshot from a level they have in game, I thought it was a Blender render lol

A great catch! I find it very intriguing seeing COTA with "BeamNG" logo which means that it is an official content. I would not be surprised if it could be a part of a "racing" update, similarly to the previous heavily off-road racing oriented update that included a few off-road racing vehicles, but also a map that is based on the real-world valley, and was named after it too. It could be a potential future where BeamNG could involve into, by including real-world circuits to attract more attention from sim-racing community. It is also pretty interesting seeing a map called "Big Island" although it might not be a successor of "Small Island, USA", because of the lack of distinction that it is in fact based on the United States. At least, based on the thumbnail of this map, it could be a place anywhere in the world with mountainous and green islands. This itself can be a part of speculation. Besides that, the likely reason why West Coast twins exist, is to have a backup in case some issues arose in the more up-to-date version of the map. It could've been done for minor changes (such as a quarry) or something major.
you get the beam logo when you put mod maps into the levels folder of the game, that said it isnt "official content" but an port from some game.
all the beamNG logo means is that it's installed in the main levels directory, which would make sense for an internal development build, the devs download it, and don't have to separately download and install the debug maps like mods, it's all there ready to go.
I'm not totally sure it's an Assetto Corsa port, if it is, it's either a different model from AC, or it was edited. Fun fact, and I'm totally not deviating attention here, but the screenshotting tools are pretty broken right now in our internal builds. We also have a few reaaaally minor rendering issues, such as shadows being broken, and the entire terrain and buildings deciding to not render at all under some conditions. So we're not sure when we'll be able to capture an image for the next teaser. Uuuh I guess that was not exactly a *fun* fact... at least that's some insight into why we prefer to say "when it's ready"
