Based on my specs and performance assessment, I don't get why FPS is so low

The MAX FPS I ever get is 60 on the gridmap. Everything other map, I'm in the 20s.

But based on this, I don't understand what the problem is:


When I do Shift CNTRL F, the bottleneck says GPU. I've tried changing settings and nothing really moves FPS by more than 5.

Is there something obvious I am overlooking? Drivers? Screen plugged in wrong?? lol, I'm desperate!

Your specs meet or just barely exceed the minimum requirements, I don't think there's much you can do unless you can upgrade a bit.
Examples:
UserBenchmark: AMD Radeon R9 360 vs Nvidia GTX 1050
UserBenchmark: AMD Radeon R9 360 vs Nvidia GTX 1060-6GB

 

I reduced my screen resolution and that gave 5-9fps

Is GPU a relatively easy upgrade or do I need to throw the whole computer away?
