That simply means that they've done some QA [Quality Assurance] and pushed it to the depot for every devs to get it and play with the latest fixes and at the same time, that means that devs now have to see if those fixes actually work and didn't break something else in the process, QA_Stable is QA build that is stable and it's not as much updated because well it really needs to be stable, creator program is for content creator or people not working as devs but can provide insights or actually know how to find bugs that might have been missed aswell as being used for creators to prepare videos before the update drops for everyone.
I would totally pay for a dlc. Even tho I'm from a third world country myself. Game is less than 30 us dollars. You probably paid it like 3 years ago. A dlc could not be more than the actual price of the game. And even if it was, 30 dollars is literally 1/50 of a low us salary (again, I'm not from the us). Are you really saying that it's "expensive"? If that's expensive for you, not sure if being worried about a game's dlc should be your priority (not even talking about the computer you need to have to run the game). Just trying to be based for a sec.
