This looks freaking awesome, why don't you release the map in stages like you had originally planned?
If you include only one of any city, then the fps is close to 60 --- Post updated --- Because now, even when you run the map with one city, although it is 60 frames per second, but with collision big problems, now I'm trying to add collisionmesh from gta san andreas, where these are separate models, but it is very difficult given that the entire map of 50,000 objects

It's a good thing i have a 2080 TI and am able to spawn more than 100 cars without my game crashing. This map will be dope to play on nonetheless.
Performance is gonna be the biggest issue as we discussed with my methods. But great work so far friend, you could try the definitive edition map, but it really is not smoothed out that much. I tried it in BNG but it plays in terms of bumpiness just as terribly.
