Can someone explain the right procedure for submitting tracks larger than 400 meg repository file upload limit ? Someone else said to share a link with the team rather than upload the resource. Do the devs add the larger file to the repository from their end, or do they simply direct all traffic in the repository to a link ?

No idea how this works, but generally you are supposed to try to keep the map under the limit (which should be raised imo, there are several maps above it now). Try asking on the Los Injurus thread, there are always helpful people on it.

That should be raised for sure. Thanks, it all adds up quick.

If you want to upload a big mod, contact me on DM, that way I'll be able to review that mod and upload it myself. You'll get all instructions in DM as well.
