How do I access the old sound editor?

So I used to use the old sound editor to =modify the sounds of vehicle exhausts. I've seen this thread (https://www.beamng.com/threads/in-game-sound-editor.69579/) but I cannot for the life of me find where to enable/assign a key to it again? ctrl f9 no longer works for me.

Those tools have been moved within the World Editor V2 itself.
Press F11 to open the World Editor, then go to Tools and click on Vehicle Editor
Then you can add Vehicle Editor's apps from there:
