At least check the hyperlink you highlighted, there's a special exemption for mods like this, if you're going to do the epic mod callout at least make sure the info you're using is valid I'm not exactly a fan of how rushed and low effort all of these cars look (you can at least make the wheels somewhat line up with the model, it doesn't look very promising for the mod if that's the state you consider thread worthy) but he did credit the game devs and the people who have helped him
Why are there people so eager to take someone else's projects down? If you don't agree with something, or don't like it, ignoring it is a fine option. Just let him do his thing and carry on with your lives.
IMHO asking for permission is still a step in the right direction when making any kind of mod using other games/other people's assets. But hey, the kind of response you're giving doesn't surprise me much seeing your reputation of taking other game's models to make poor quality meshslaps with them ¯\_(ツ)_/¯
