Ok. I might build a new pc more optimized for gaming. So instead of blowing this thread up with questions could any one point me to good parts to use to play games like this in high resolution at good fps? If there is any thing on here like gaming pc builds.

An R9 270 should be more than adequate. When I helped my friend build his new gaming PC, I decided BeamNG should be its trial by fire. He has a 7870 (basically the same thing as an R9 270) and an FX 4130 (Suggested for AM3+ compatibility so he can upgrade to an octal core down the road seeing as AMD multicore architectures will become more supported down the road with the new consoles' configuration, but currently most likely pretty close to an A8) and he was pulling mid 30s maxxed on vegetated maps (DRI, Cliff, etc) Your system should be OK, but the first places I'd look to upgrade would be CPU and RAM. tdev or estama said somewhere that fast RAM really helps with BeamNGs performance.

Ok that's a good idea. I am still using the 4gb of ram that came with the pc then i bought it. Is 16gb relevant for BeamNG?

Size alone won't make the slightest bit of difference unless you are running out already. For gaming, even 8 is overkill although 4 is on the light side. 6 makes a nice balance but to get a matched pair of 3gb sticks is an impossibility which leaves you with 8 as being the best option usually.
As for ram speeds, shouldnt account for the difference you are seeing.

What error is it you get when updating to 8.1? I'd be investigating if there is something wrong with your windows install if you can't update, it may also be accounting for this issue.

Ya i am a little mad that i cant update this pc considering it is only a couple months old. If i remember right when installing 8.1 it gets to about 78% and then says restoring previous windows version. Then after about 1hr of staring at a black screen it says sorry your computer could not be upgraded to 8.1 and random 0's and numbers.:(

AMD have gained some notoriety over the years for chips running hot. Aftermarket coolers are a good idea.

Cool man thanks. Just bought one off amazon. Not a very bad price and it looks like it will go good in my case.
