Given how complex the performance impacts are due to various visual settings, especially surrounding lighting and reflection, I would advise those with low FPS to try tweaking some graphical settings to see how things change.

Because of this, without a general idea of the settings youre trying to run, a realistic performance benchmark cannot be made. An easy way to do this would be to specify, for example "normal" or "high" stock graphical profiles, and a particular map, so other members can compare accurately.

I loveee new map update, but there's one thing, they added too much guardrails on the locations that they never been there, (sry for bad Eng)

Yeah, we're talking about PCs that average way less than that.

This is pretty vague. What are the system's specs? Above the minimal requirements or below?
Are you running on lowest graphical settings? How many vehicles? Safe mode or with mods? What is the system's bottleneck? (The thing that is at ~100% in the task manager)?

Yeah, but like @The Gas Station said, what are your specs because really my PC isn't that far from average.

So regarding the "Mansion" (at least that's what I assume) does not need a yield sign nor does it need a intersection indicator.
Edit: There should also be a Yellow or Orange "Ice Heave" warning for the old farm road since it's in deplorable condition. But since it's a small side road that has maybe 2000 cars a year it's not worth the money to fix it.

Most of the stuff in my PC is 8 years old, I have an Intel I7 and a potentially dying AMD Radeon 5700. I'm not too sure of much else, other than I've got Windows 8.1 Professional.

This doesn't make much sense. The i7 is great, and while the 5700 GPU isn't that good, I run my game on a pretty old computer as well (6 years), with an i5 CPU and a Nvidia GTX 750ti GPU - rather modest hardware as well. I get pretty consistent 25-35 fps with one vehicle on ECUSA, with a 1920x1080 resolution.

My best recommendation is to lower the resolution, lower the graphic settings all the way, and make sure you run the game without Dynamic Reflections. If you could post what settings you are running the game on (a screenshot of the options -> graphics window open in-game), we could maybe give some advice for better settings.
How much ram do you have? That might be the issue. Also, what are the graphics settings you are using? What resolution is the game at?

The new ECUSA truly provides a unique offroad experience: I got stuck mid air between the ground and an invisible wall:D

    about performance- I've got a non-oc Ryzen 5 1600 and a 1060 6gb with 16gb of RAM, and I get a steady 60-70 FPS on ECUSA, which is slightly more than pre-update!
It probably has to do more with your specific hardware than anything else (Bottlenecks, driver issues, overheating, etc...), as the devs have stated multiple times that there should be no performance impact of the new maps.

Can you please take a screenshot with ALT+O and post here the link you get at the bottom?
Will give us the exact location of that in the level.

I am quite sure of the problem being in the trees, which sometimes have a ridiculous push force applied on vehicles before you get anywhere near them. This is most obvious on the ones with small, dead branches at the bottom part like in the screenshot.

Seems like DoullPepper already got it, and somehow I can't replicate the issue anymore.

Parts of the sidewalk are missing all over this street in Firwood, this is located by the off-road trail and the Police station / Fire department.
