How to disable automatic performance power plan?

Is there a way to disable it? Like in some startup file? I really would like to use "balanced" mode as default for reasons such as temps. When I'm playing beamng I may leave it paused in the background and having my cpu at it's highest multiplier all the time seems unefficient. Other thing is that it also changes screen brightness when switching between power plans which can be annoying. I have ofc undervolted my cpu and set up a custom fan curve for my laptop (if interest how to: github.com/hirschmann/nbfc/releases). But it'd be nice to have "balanced" as default.
